With the right permits, large enough boat and winch you can do it. It was just to cost prohibitive so it's still down there as far as I know. The reefs around the Virgin Islands are pretty shallow so you will need a frigate with a very shallow draft!

        At least get some credit for cleaning up the reef of Cannons. Maybe add a few extra guns to my Frigate.
