We have some stuff like this in Krabi. They claimed it was an "art collection" along the river but mostly it was just a collection of crap that ended up falling apart due to total lack of maintenance as well as vandalism.
Basically everywhere I have ever lived in SE Asia has some order of good intentioned displays that just end up looking like hell until they eventually tear it down. I was in Krabi during the big tsunami and they built all sorts of memorials to that.... all of them looked like hell by the time I moved away and I hope they were simply removed .
