At first, I was just surfing the required amount to Find Luke but then I noticed that if you pay attention to the special promos at the various sites you can get extra credits with just a few clicks.
Like here, since both Boot Scootin Traffic and Cup of Traffic were in rotation for finding Luke. I made sure I surfed the extra pages needed to have 150 at each site and I received 150 additional credits at Boot Scootin Traffic. This is in addition to the average surfing bonus and other surf rewards awarded. At first, I was not claiming all of the various bonus but now I do every time and then assign the bonus credits to my sites.

I surfed 47 pages at Cup of Traffic to find Luke then he traveled to Westacre which was occupied by Boot Scootin Traffic.
I surfed 43 pages at Boot Scootin Traffic to find Luke then he traveled back to Bluebarrow which was occupied by Cup of Traffic.
I surfed 47 pages at Cup of Traffic to find Luke then he ran back to Westacre which was occupied by Boot Scootin Traffic.
After surfing 43 pages at Boot Scootin Traffic to find Luke he traveled to Bluebarrow which was occupied by Cup of Traffic.
I surfed 47 more pages at Cup of Traffic where I found Luke and completed the Scavenger Hunt.
