I agree, right now there are too few ways for new people to actually get in contact with the hive blockchain and honestly as a user, it's not really something I actively want to recommend to anyone. The target audience is just too niche and everyone who comes just to earn will mainly produce junk and give up sooner than later.

What I personally would do to get some exposure is partner up with one of the major crypto influences who have a big community like Crypto Banter (or one of the people working for them that also have a show). Give them an account with 1 Million+ Hive or so delegated so they can start their own community on the platform rewarding the users they onboard. One of the issues of Hive is that it's totally outside of the circle of crypto Twitter / Crypto Youtube and nobody is ever mentioning it. I'm sure that would bring in a lot of new users of which some eventually will fall in love with the platform.

Aside from this, it feels like the only thing to hope for is a random pump which increases the earnings so many who left come back also bringing a new cycle where a bunch of new people come in just to earn of which only part will stay once everything dumps again.

I agree with you that at the moment, there are not really many arguments that speak for hive for people to sign up. In addition to that these arguments are not visible from the outside so that people have no idea what hive could actually do for them. I believe we need to target specific groups and offer them a real solution. We shouldn't promote hive but the solution for them and they would sign up to hive without even realizing what it really is. That's exactly what SL did and how it brought a lot of people to hive.
