I believe the user chooses to use copy and paste comments; or just bot commands; some even try to disguise it using tiny and irrelevant modifications.

I don't see how this type of participation can be relevant to the community.

In my opinion what should be done:

curation: total interruption of votes
HSBI rewards: establish a maximum ceiling of 1 HSBI for users marked in the list. Thus, regardless of whether the user decides to continue with their practice, they will be discouraged from doing so.

We could even carry out an educational action, warning the user that the use of such a device is considered spam and that if they continue with the practice they will be noted on the list, receiving restricted rewards.
