Stuck At The DMV

I hate the DMV with a passion... I've been stuck at my local DMV for 3+ HOURS. I seriously don't understand how everything around me can improve with service and speed but the DMV remains garbage. All I needed to do was turn in a certificate... a single piece of paper and to figure out what's next for replacing my license and I feel like I've wasted my time.
