Instead of giving discount, I will suggest to create it as priority rank, so that who are contributing ecosystem get priority. Limiting a user to avail service in only 48 hours will help you to serve more user and more user to contributing in ecosystem.

Yes, I understand (I think). This is kind of the case as I reward the staking of CCD. As explained on the voter website:
With staked $CCD
20,000 CCD or more = up to a 20% vote every 24 hours.
40,000 CCD or more = up to a 30% vote every 24 hours.
60,000 CCD or more = up to a 40% vote every 24 hours.
80,000 CCD or more = up to a 50% vote every 24 hours.
100,000 CCD or more = up to a 60% vote every 20 hours.
200,000 CCD or more = up to a 70% vote every 16 hours.
300,000 CCD or more = up to a 80% vote every 12 hours.
400,000 CCD or more = up to a 90% vote every 12 hours.
500,000 CCD or more = up to a 100% vote every 12 hours.
