That is not a pond. We can consider the whole area a nursery for the paddy plant. The farmers will pull them up and plant them in another field (the area where you see water, from that portion the baby plants have already been pulled out and planted into another paddy field). The finally planted paddy field looks like this:
Yes. They need water, initially it's a must.
