I actually love your perspective. There is no need to insert it as a human right, instead, government should properly look into how the actions of one individual affecs the other

The human rights are a protection to ourselves to exist in a free way. So indeed it is a government concern how this protection happens and in most countries indeed removing internet access can be considered as an aggression of some existing rights.

True, people will get really angry if internet access is removed
