You're right. Why the internet is so important to many of us is because we've come to rely on it for a lot of things. However, there are communities and people who function without it. Whether by choice, or simply because of circumstances. Either way, they could still be free to access the internet. And if they do try to access it later on, I don't think anyone will stand in their way.

Correct, I guess that no one can impose barriers, of course that many times some localities are more challenging to implement the technology, which perhaps needs a lot of money invested, that is the only challenge!
