If you want to always hear the voice of God whenever you pray, then there are things you need to do.
Prayer
Prayer is not all about you talking to God alone. Prayer is you talking to God, and God also talking back to you. This means that if you are praying for one hour, you can pray for at least 45 minutes and be still for 15 minutes for God to speak back to you.

This passage of the Bible is trying to tell us that whenever you take that mode of expectation to hear God, you are sending a signal to heaven that somebody is making an enquiry.
So take that mode of expectation "Lord I want to hear you" and be still, you will discover that you may begin to have flashes of visions, you will begin to have thoughts that you were not originally thinking about, It will be dropping in your heart. As the thoughts are dropping be writing it down. It will shock you that you begin to see them come to pass.
Pay attention to activities that happens in your mind that you were not originally thinking by yourself, wait for it to come. If you practice it daily, your life will never remain thesame.
