In the midst of five people there is going to be that one person that his or her character is going to be "Primus Inter Pares" first among equal in terms of character. And this individual is going to be a channel that others see as Leader because of the characters such individual portrays. On this part, this is where the charismatic leaders are figured out. They are being selected as a Leader because of their unmatchable good character.
Same goes with a community where people are gathered, in terms of keeping the community clean there will always be that one person that's going to be the front runner of keeping the community clean. This individual adheres to the community rules and regulations making the community is kept clean. And this individual is who other people in the community see as Leader in terms of character that they follow to keep the community clean. Keeping the community clean can't be done by an individual but a collective agreement. This is someone people see as good example setting the pace while others emulate.
